May Mr. George Roberts, a county commissioner who also owns an insurance agency, sell bond insurance to various county departments and their employees?

Please find enclosed copies of two previous opinions of this commission, CEO 74-52 and CEO 75-42, the rationales of which are equally applicable to the situation described in your inquiry.
